Ohio Counties Decide Not to Purchase Paperless Voting Machines Before November 2004
UPDATE: VICTORY!!! On July 16, 2004, Ohio Secretary of State Blackwell decided not to permit the remaining three counties considering Diebold e-voting machines to go ahead with purchases prior to the November election due to unresolved security concerns with the technology.
Ohio’s push for election integrity is in the home stretch. Governor Taft
recently signed a law that requires voter-verified paper ballots (VVPB) for all
touchscreen voting machines by 2006. This is a huge victory, but there’s one
problem: the law doesn\'t prohibit counties from buying inauditable machines
today. Thirty-one counties are now deciding whether to purchase new paperless
voting systems before the November election:
0 counties could still decide
to go ahead with the purchases in this \"Ohio Countdown\" and
31 counties have decided to postpone
purchases until after November 2004.
Ohio Voters: Do you want your vote to be cast on a machine that neither you nor your election officials can verify or audit? Check to see if your county is still undecided and urge your local board of elections not to purchase touchscreen voting machines without a voter-verified paper ballot! (except possibly for limited purchases as needed for disabled access)

I am an Ohio voter and I write today in the hope that you will postpone the
purchase of any touchscreen voting system until it can provide a
voter-verifiable paper ballot (VVPB). As you know, Governor Taft recently
signed HB-262, a law entitled \"Election Law Revisions\" that requires
VVPB on all touchscreen voting machines by 2006. Unfortunately, Secretary of
State Blackwell has not certified any touchscreen machines that produce a VVPB.
Therefore, I request that you defer any purchase of touchscreen voting machines
